Call with Fontem Ventures regarding the Notice of Intent – Vaping Advertising Restrictions

Date:

March 18, 2019

Participants:

Health Canada (HC)

  • Mathew Cook
    • Acting Director, Tobacco Products Regulatory Office, Tobacco Control Directorate (TCD) (Chair)
  • Acting Manager, Regulations Division, TCD

Fontem Ventures (FV)

  • Kelly Wood
    • Senior Compliance Manager, FV

Introduction:

A telephone call was held at the request of FV to discuss the Notice of Intent (NOI) on Potential Measures to Reduce the Impact of Vaping Products Advertising on Youth and Non-users of Tobacco Products, that was published by HC on February 5, 2019.

The Chair opened the meeting by doing round table introductions.

The Chair reminded participants that this meeting is subject to disclosure as per HC’s Openness and Transparency policies. In the interest of transparency, the department stated that it would be making a record of the meeting publicly available. The handling of information and privacy notice was mentioned and acknowledged by the representative from FV.

Subjects:

The representative from FV wanted clarity on whether there was a preferred format and content for submissions in response to the NOI. HC indicated that there is no specific format for the response to the NOI. HC mentioned that it is useful if stakeholders:

  • provide specific information to HC in relation to a proposal;
  • indicate when they support or do not support a proposal;
  • explain the reasons for support or opposition to proposal and provide evidence, if available, to support their position.

The representative from FV indicated that they intend to submit comments before the deadline of March 22, 2019.

Conclusion:

The meeting was then concluded.

Documents:

  • FV shared, prior to the meeting, a draft of its preliminary comments on the NOI
