The consultation
On 15 July 2025, the Pest Management Regulatory Agency published the Notice of Intent (NOI2025-02) entitled: Adjusted consultation period for Proposed Registration Decision for Category A applications (Registration of new active ingredients or major new uses of pesticides). The proposal outlined PMRA's intent to run a pilot with an adjusted consultation period, from 15 August 2025 to 30 March 2026, for the registrations of active ingredients or major new uses from 45 to 30 days. The underlying goal for the revised procedure was to improve decision-making time and overall program performance.
In total, two responses to the consultation were received. One requested to only have the reduced timelines if there were also reductions in animal testing and the other was to not register more pesticides.
Results of the pilot
During the pilot, 14 Proposed Registration Decision documents (PRDs) were published for Category A applications and 2 PRDs for major new uses of pesticides. Out of the 16 consultations in the pilot: for 5 PRDs (31%), a 15-day extension was granted and comments were provided; for 3 PRDs (19%), an extension was granted but comments were not provided; and for the other 8 PRDs (50%), there was no request for an extension. All requests for extensions were from the same commenter.
Conclusion
After consideration of the comments received from stakeholders and the results of the pilot, the option of a 45-day consultation will no longer be offered. As of 29 June 2026, Health Canada will be implementing 30-day consultation period for PRDs (registration of active ingredients or major new uses). This consultation period aligns with regulatory practices of other international pesticide regulators. The Management of Submissions Policy will be updated to reflect the change.
