The final screening assessment concluded that 1,1-dichloroethene does not meet the criteria in section 64 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). Additionally, it is concluded that 1,1-dichloroethene does not meet criteria for persistence or bioaccumulation potential as set out in the Persistence and Bioaccumulation Regulations.

Draft Screening Assessment

In December 2011 the Draft Screening Assessment Report on 1,1-dichloroethene was released and the related Notice was published in the Canada Gazette, Part I: Vol. 145 No.51 - December 17, 2011 (PDF Version - 5,372 K) for a 60-day public comment period.

The draft screening assessment report proposes to conclude that 1,1-dichloroethene does not meet the criteria set out in section 64 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). Additionally, 1,1-dichloroethene does not meet the criteria for persistence or bioaccumulation potential as set out in the Persistence and Bioaccumulation Regulations.

Background

Before the launch of the Chemicals Management Plan in 2006, a Screening Assessment Pilot Project was initiated to apply new tools and approaches to a subset of substances on the Domestic Substances List (DSL) such as 1,1-dichloroethene, that were anticipated to meet the ecological or human health categorization criteria. Subsequently, under the categorization exercise, 1,1-dichloroethene was found to be a high priority for assessment from a human health perspective.
