Chemicals Management Plan Engagement and Outreach Contribution Program: Indigenous participation stream

The Chemicals Management Plan Engagement and Outreach Contribution Program (the Contribution Program) provides time-limited contribution funding to support enhanced public participation, including Indigenous participation, in the Chemicals Management Plan (CMP). The CMP brings together a number of federal programs under a single strategy in order to understand and reduce the risks posed by chemicals.

Public participation supports all CMP activities (for example, risk assessment, risk management, research, monitoring and surveillance, policy development). The knowledge and perspectives of the public, including those disproportionately impacted by the harmful effects of chemical exposures, is provided through the participation of various stakeholders and partners in the CMP.

The Contribution Program will further support public participation in CMP activities through 2 funding streams: Indigenous participation and public participation.

Funding objectives and amount

The Indigenous participation funding stream of the Contribution Program has been created with the objective of supporting the capacity of Indigenous organizations, governments and peoples to voice their perspectives, priorities, and knowledge to inform the decisions and activities of the CMP and broader environmental health initiatives. It is anticipated that up to $159,000 per year, for a maximum of 2 fiscal years (ending on March 31, 2024), may be awarded through this process.

To the extent possible, Health Canada will seek to distribute funding in a manner that supports the inclusion of First Nations, Inuit and Métis perspectives.

Who can apply

The following types of recipients are eligible for funding under the Indigenous participation funding stream of the Contribution Program:

• Indigenous governments, including Modern Treaty Holders and self-government partners
• regional or national Indigenous organizations

Eligible recipients will need to demonstrate, through the application process, that they have:

• relevant knowledge (including Indigenous Knowledge) or expertise related to chemicals management and/or the impact of chemicals on the health of Indigenous people and the environment

Eligible activities

Eligible activities may include:

• participating in 2-3 engagement sessions with the CMP per year
• strengthening and leveraging networks and relationships with the aim of providing a regional or national perspective on relevant issues
• providing input on program, policy, scientific or regulatory documents open for public feedback
• organizing and leading engagement activities to gather the views of First Nations, Inuit and Métis
• documenting the views and priorities of First Nations, Inuit and Métis in order to inform the activities of environmental health initiatives
• providing resources (for example, guidance, financial compensation) to Indigenous individuals and communities for the gathering of traditional and technical/scientific expertise, as well as lived/living experiences

The Contribution Program has been designed to accommodate a range of activities and to encourage new approaches to help broaden participation in the CMP. The inclusion of Elders, traditional knowledge keepers and youth in the above listed activities is encouraged.
