Capacity to manufacture under Canada's Access to Medicines Regime

Canada's Access to Medicines Regime is designed to help least-developed and developing countries that have little or no manufacturing capacity in the pharmaceutical sector.

To participate in the Regime, an eligible importing country must declare that it has insufficient or no pharmaceutical manufacturing capacity in relation to the specific product it is requesting. It is up to each country to determine for itself the level of its manufacturing capacity. The Government of Canada will not make an assessment in this regard. An exception has been made for eligible importing countries listed on Schedule 2 to Canada's Patent Act. These countries are deemed to have insufficient manufacturing capacity in the pharmaceutical sector.

Countries that participate in the Regime can use the contacts they develop with Canadian pharmaceutical companies to help them build their manufacturing capacity over the longer term.
