Consultation – Proposed Concentration of Nicotine in Vaping Products Regulations

This consultation is seeking comments on the proposed Concentration of Nicotine in Vaping Products Regulations (CNVPR).
Why
There is a rapid increase in youth vaping in Canada. Health Canada is concerned that young people are being exposed to harm from vaping products. This includes exposure to nicotine that can result in nicotine addiction and an increase risk of tobacco use. Since 2018, Health Canada has identified the availability of high-nicotine concentration vaping products on the Canadian market. These products have contributed to the rapid rise in youth vaping in Canada.

What
The purpose of this consultation is to gather feedback on the regulatory proposal to set a maximum nicotine concentration of 20 mg/mL in vaping products that will make them less appealing to youth. The proposed Regulations would:
- set a maximum nicotine concentration of 20 mg/mL for vaping products sold in Canada;
- prohibit the packaging and sale of vaping products if the nicotine concentration on the package label exceeds 20 mg/mL; and
- amend the Vaping Products Labelling and Packaging Regulations (VPLPR) to reference the nicotine concentration limit set out in the proposed CNVPR, while the higher limit of 66 mg/mL would continue to apply to products intended for export.
