Closed consultation: Proposal to control certain fentanyl precursor chemicals and carisoprodol under the Controlled Drugs and Substances Act

This consultation ran from February 14, 2025, to February 24, 2025.
On February 14, 2025, Health Canada published a Notice of Intent proposing to control certain fentanyl precursor chemicals and the drug carisoprodol under the Controlled Drugs and Substances Act (CDSA).
Canada is proposing to control, under the CDSA, the following precursor chemicals that can be used to illegally produce fentanyl:
- phenethyl bromide
- propionic anhydride (also known as propanoyl propanoate)
- benzyl chloride
Canada is also proposing to control, under the CDSA, the following substance:
- carisoprodol (2-((carbamoyloxy)methyl)-2-methylpentyl isopropylcarbamate)
Controlling these substances would help disrupt the production and supply of illegal drugs, both in Canada and internationally.
Health Canada sought information on any known uses of these chemicals.

- licensed and registered dealers of precursors
- law enforcement
- researchers working with these substances
- interested members of the public
