Canadians and interested stakeholders were invited to read the consultation document and take part in Health Canada's consultation on the potential market for cannabis health products that would not require practitioner oversight.

About this consultation

Today, Canadians can access cannabis for medical purposes when authorized by their doctor, however, under the current rules, Canadians cannot legally access a cannabis product that makes a health claim and does not require the oversight of a practitioner, such as a doctor or a veterinarian.

Health Canada is aware that some Canadians are interested in the potential therapeutic uses of cannabis, for such purposes as pain relief, for human use and in animals, without the need for practitioner oversight.

Health Canada launched a consultation to seek feedback from Canadians and industry on the kinds of products they would be interested in purchasing, manufacturing or selling if such products were to be legally available in Canada. For the purposes of this consultation, Health Canada is referring to these products as "cannabis health products".

Following the consultation, Health Canada intends to gather external scientific advice on the appropriate evidence standards required to demonstrate safety and efficacy.

The information gathered through these activities will inform next steps on the development of a regulatory pathway for cannabis health products.

Health Canada wanted to hear from:

  • Canadians interested in purchasing CHPs
  • Companies interested in manufacturing or selling CHPs
  • Other interested parties
