This consultation ran from August 30, 2025 to October 29, 2025. Health Canada invited you to comment on potential amendments to the Cannabis Tracking System Order (the Order). These changes would support the Government of Canada's goal to reduce regulatory red tape while continuing to monitor the high-level movement of cannabis through the supply chain.

The potential amendments are meant to:

  • reduce regulatory and administrative burden by collecting only the data essential to fulfilling the objectives of the Order
  • reduce or harmonize reporting requirements where overlap exists
  • improve operational efficiencies

Who was the focus of this consultation

We were seeking comments from various groups, including:

  • current and potential licence holders
  • industry associations
  • First Nations, Inuit, and Métis organizations
  • provinces, territories and municipalities
  • provincially and territorially authorized distributors and retailers

Key issues for consultation

The Notice of Intent targeted the following areas for feedback:

  • streamlining the Order while maintaining regulatory oversight
  • improving reporting requirements and data accuracy
  • reducing reporting burden
  • adapting to industry evolution and innovation

Any future regulatory proposals based on the input received from this Notice of Intent would be pre-published in the Canada Gazette, Part I for further consultation before any regulatory amendments are made final.
