Institutional Gender-based analysis plus (GBA+) Capacity
As a small science based department, the Canadian Grain Commission has not initiated steps to implement GBA+ governance within the department and does not have a formal GBA+ implementation plan. However, GBA+ objectives and outcomes are are actively pursued through the Canadian Grain Commission’s multi-year employment equity, diversity, and inclusion strategic plan, which includes a formal governance structure that reports to senior management.
In addition to annual short term initiatives, the Canadian Grain Commission is committed to the following medium-term employment equity, diversity, and inclusion outcomes:
- Representation of Designated Group Members is equal to or better than workforce availability as a result of Canadian Grain Commission efforts to eliminate barriers and correct disadvantages in employment experienced by members of the four groups.
- Managers and employees understand and take action to ensure employment equity, inclusion, and to value and leverage diversity.
- Effective leadership, governance, measurement and reporting of employment equity, and diversity and inclusion.
In support of these medium-term outcomes, the Canadian Grain Commission established the following goals for 2021-22 and beyond:
- Through a variety of practices, the Canadian Grain Commission seeks to increase representation in the following designated groups:
- Primary: Persons with Disabilities (current representation gap organizationally is -4)Footnote1
- Secondary: Indigenous Person (strengthening our representation rate organizationally which is at +4 and promotion rates)Footnote1
- Secondary: Women in the technical group (current representation gap in the technical group is -17)Footnote1
- Prepare to implement the Accessible Canada Act at the Canadian Grain Commission.
- Educate mangers and staff in employment equity, diversity, and inclusion related topics in an on-line environment. This includes anti-discrimination and harassment prevention training.
As these goals are newly established, the Canadian Grain Commission will set targets in 2021-22.

2020 to 2023 Short-form Departmental Sustainable Development Strategy
| Name of department | Canadian Grain Commission |
|---|---|
| Date | January 2021 |
| Context |
Although the Canadian Grain Commission is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy, the Canadian Grain Commission adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement. The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, the Canadian Grain Comission supports sustainable development by integrating environmental performance considerations into the procurement decision making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal. |
| Commitments | All departments must support transition to a low-carbon economy by taking environmental considerations into account in their purchasing decisions. Accordingly, departments, as defined in section 2 of the Financial Administration Act and listed in Schedules I, I.1 and II of that act, that are currently bound by the Policy on Green Procurement are to state their green procurement plans in support of the 2019 to 2022 FSDS “Greening Government” goal by completing the table on the next page. Due to the onset of the COVID-19 pandemic in March 2020, the Canadian Grain Commission temporarily paused work to develop further support for the Greening Government goal and the Policy on Green Procurement. In 2021-22, the Canadian Grain Commission will continue to incorporate the Greening Government goal into its business practices and will establish a Departmental Sustainable Development Strategy for the 2021-22 reporting period. |
| Integrating sustainable development |
The Canadian Grain Commission will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. A SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets. Public statements on the results of the Canadian Grain Commission’s assessments are made public when an initiative that has undergone a detailed SEA is announced on its web page grainscanada.gc.ca. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making. |
