Amendments to the Canada Grain Regulations – Strengthening safeguards to grain farmers provisions
Enabling act
Description
The Canadian Grain Commission is committed to investigating opportunities to strengthen its Safeguards for Grain Farmers program to ensure fair grain transactions and is reviewing its regulatory framework through this lens. Results from the Licensing Security Program Evaluation were published in October 2025 and will be considered in developing proposals under this initiative. Proposed regulatory amendments could include changes to licensee exemptions, payment eligibility and coverage criteria and minor updates to improve clarity. These amendments would support the Canadian Grain Commission’s commitment to modernize the regulatory framework to keep pace with the evolving grain sector, mitigate risks to producers, reduce overall system costs, enhance flexibility and improve efficiency. Further details will be provided when available.
Potential impacts on Canadians, including businesses
The proposal is aimed at ensuring integrity in grain transactions and mitigating risks to producers when grain is delivered to a Canadian Grain Commission licensed grain company. The overall costs of the proposal are anticipated to be minimal.
Regulatory cooperation efforts (domestic and international)
Not applicable.
Consultations
Consultations with stakeholders are planned in fiscal year 2026-27. It is anticipated a regulatory proposal would be pre-published in the Canada Gazette, Part I in spring 2027 for public consultation.
