Diana Penny

Diana Penny, Intelligence Analyst, RCMP, has demonstrated exceptional professionalism, expertise and commitment to public service through her leadership in intimate partner violence intelligence and analysis. She is responsible for the comprehensive analysis of all intimate partner violence data within B Division, identifying trends, risks and gaps that inform education, enforcement and operational decision-making across Newfoundland and Labrador. Diana’s leadership in educating police officers, particularly on coercive control, has strengthened investigative capacity and improved front-line responses. Her development and ongoing expansion of the Intimate Partner Violence Year End Report has set a provincial standard for police reporting and is relied upon by RCMP leadership and the provincial government to guide policy, resourcing and victim supports. Jessica Munro-Priest is recognized for exceptional leadership, professionalism and impact at Springhill Institution with Correctional Service Canada. H Division Internet Child Exploitation Unit

The H Division Internet Child Exploitation Unit delivered strong results in child safety and victim protection, opening 212 investigations, obtaining 64 production orders, executing 14 search warrants and laying 14 charges. The team processed 176 exhibits and analyzed 155 devices, while embedding victim‑centred practices alongside Child and Family Services and the IWK SeaStar Centre. The Internet Child Exploitation Section led and supported complex multi‑jurisdictional investigations with national and international partners, including the FBI, Interpol/Europol, and the Canada Border Services Agency. As part of Project STEEL, a national initiative involving 63 agencies, the team executed four warrants within a two‑week period. The section also strengthened capacity by training Crown prosecutors, mentoring investigative units, and supporting detachments through training agreements and the deployment of the S21 tool.

Banff National Park Ceremonial Bison Harvest Team

Over the past two years, Parks Canada has played a central leadership role in restoring a profound chapter of living history by enabling Indigenous ceremonial bison harvests in what is now Banff National Park, the first on these lands in at least 145 years. This landmark achievement reflects a deep commitment to reconciliation, shared stewardship and public service excellence. Parks Canada worked in close and sustained partnership with the Treaty 7 Nations of Siksika, Kainai, Piikani and Tsuut’ina; the Stoney Nakoda First Nations of Bearspaw, Chiniki and Goodstoney; and the Rocky View Métis District, who together form the Indigenous Advisory Circle for Banff National Park. The work unfolded within the broader context of longstanding tensions between governments and Indigenous Nations, as well as sensitivities and complexities among Nations themselves, requiring care, transparency and trust-building at every stage.

GCtranslate is a secure, enterprise AI translation service developed by Public Services and Procurement Canada (PSPC) to support official languages, protect Government of Canada information, and enable responsible AI adoption. It is the first Government of Canada enterprise AI tool. Following a successful prototype in and pilot in , the solution now provides approximately 50 federal organizations and 274,000 employees with access to AI-assisted translation, with a target reach of more than 90 federal organizations and 310,000 users by . The team delivered a Protected B–compliant service, leveraging the Translation Bureau’s bilingual repository, rigorous testing, linguistic validation and scalable cloud architecture. This achievement reflects the collaborative efforts of numerous contributors across PSPC and partner organizations.

Her expertise ranges from software development, machine learning and automation to cybersecurity. In her previous role as team lead of enterprise security monitoring, Amélie co-founded the SSC Women in Cyber group, championing mentorship and equity. After recently joining Communications Security Establishment Canada, Amélie brings a strong record of achievement, including a 2022 ECCC Excellence Award, the WiDS Top 20 in Their 20’s Award, and recognition as an SSC Inspiring Woman.

We recognize an exceptional team of early-career public servants for their outstanding contribution to enhancing and making real property information more accessible. We also wish to acknowledge the invaluable contributions of students whose leadership and dedication were instrumental to the success of this initiative. Over eight to 10 months, the team led and delivered more than 30 site visit summary reports for buildings across the National Capital Region. Faced with dense and complex technical documentation, they transformed it into clear, structured and user-friendly reports, featuring concise summaries and annotated photographs. The Leadership Development Program for Black Supervisors and Managers is a landmark investment in equitable leadership. Informed by six engagement sessions with Black communities, it reflects lived experience, trauma-informed design and a self-nomination approach. From 637 applicants, 300 participants were selected across 10 cohorts spanning regions and federal departments. The program drives cultural change through culturally grounded content delivered by Black executive facilitators, fostering psychological safety and addressing systemic anti-Black racism. With coaching, workshops, emotional intelligence assessments and year-long access to diversity webinars, it sets a new standard for inclusive leadership across the federal public service.
