Forward Regulatory Plan 2026-2028

From Farm Products Council of Canada

Farm Products Council of Canada’s Forward Regulatory Plan for 2026-2028:

  • is a publicly available list, with descriptions, of planned or anticipated regulatory changes (regulatory initiatives) that Farm Products Council of Canada intends to propose or finalize within a 2-year period; and
  • may include regulatory initiatives that are planned to come forward over a longer time frame and that are indicated as long-term.

The Farm Products Council of Canada has a multi-year plan to review its existing regulations. For further information please see the Regulatory Stock Review Plan.

Purpose

Forward Regulatory Plans are intended to help Canadians, including businesses, Indigenous peoples and trading partners, plan for:

  • opportunities to provide their feedback during regulatory development
  • future regulatory changes

The Forward Regulatory Plan briefly describes each regulatory initiative and includes information such as:

  • who may be affected by a regulatory initiative
  • regulatory cooperation efforts undertaken or planned

Agricultural Products Marketing Act

Description of the objective

As a result of a review of the regulatory framework under the APMA conducted by the Farm Products Council of Canada (FPCC) and Agriculture and Agri-Food Canada (AAFC), and recommendations from the Standing Joint Committee for the Scrutiny of Regulations, improvements to the APMA have been identified. Improvements to the APMA were put forward under Part 4 of Bill S-6, An Act respecting regulatory modernization which was under consideration during the 1st Session of the 44th Parliament but did not receive Royal Ascent prior to prorogation. Moving forward, AAFC and FPCC will examine available options for amending the APMA to streamline the delegation process and address any risks and factual issues that have accumulated over time.

Regulatory cooperation efforts (domestic, international)

Federal Delegation Orders facilitate interprovincial and export trade by authorizing provincial commodity boards to regulate the marketing of agricultural commodities to the same extent that they regulate marketing in intraprovincial trade, creating a comprehensive marketing scheme.

Consultations are conducted with provincial commodity boards and provincial supervisory boards on an ongoing basis via email and meetings.
