Hydrazine: pollution prevention planning notice

The notice applies to any person who operates a facility in the electricity sector that has a concentration of hydrazine that is higher than the specified target levels under normal operating conditions and at any final discharge point.

Deadlines

If you became subject to the notice after November 10, 2018:

  • you have to prepare a pollution prevention plan within 12 months of becoming subject to the notice and then submit a report (schedule 1) within 30 days following the end of the 12-month period
  • you have to implement a pollution prevention plan within 36 months of becoming subject to the notice and then submit a report (schedule 5) within 30 days following the end of the 36-month period

Reporting

You must complete and submit the reports by the applicable deadline.

Performance results

The vast majority of stakeholders in this matter have sent a “Non-engagement form”, informing ECCC that they have not exceeded the maximum concentration of hydrazine in their effluents (26 µg/L, if discharged to a large freshwater body, and 2 µg/L, if discharged to sea water). Manitoba Hydro has provided a schedule 1 (“Declaration that a pollution prevention plan has been prepared”) and a schedule 5 (“Declaration that a pollution prevention plan has been implemented”) for the Selkirk facility. However, they have confirmed that Selkirk is no longer in operation. Therefore, the facility is no longer using hydrazine or releasing it into the environment.
