Reaction products of 2-propanone with diphenylamine (PREPOD): pollution prevention planning notice

This notice applies to any person who owns or operates an industrial facility that:

  • is in the chemical manufacturing or rubber products manufacturing sectors
  • releases an industrial effluent at one or more of its final points of discharge
  • manufactures or uses greater than 100 kg of reaction products of 2-propanone with diphenylamine (PREPOD) either alone or in a mixture or compound containing PREPOD in one calendar year

Deadlines

If you became subject to the notice on or after January 1, 2020, you must:

  • prepare a pollution prevention plan within 18 months from the date you became subject to the notice and then submit a report (schedule 1) within 30 days following the end of the 18-month period
  • submit an interim report within 30 months from the date you became subject to the notice; you might be required to submit one or multiple additional progress report(s) if you are granted a time extension to implement the pollution prevention plan
  • implement the pollution prevention plan within 42 months from the date you became subject to the notice and then submit a report (schedule 5) no later than 30 days following the end of the 42-month period

Reporting

You must complete and submit reports by the deadlines detailed above.

Performance results

In accordance with the notice, full implementation of the P2 plan was required by July 1, 2023.  All subject facilities met this implementation date. In accordance with their P2 plans, all facilities ceased their use and/or manufacture of PREPOD containing products. While no facility met the risk management objective (RMO) by the implementation date, voluntary sampling conducted by Lanxess Canada Co./Cie and Infinity Rubber Technology Group in the fall of 2023 provided analytical results demonstrating concentrations below the RMO. While sampling results from AirBoss of America Corp. did not meet the RMO, the concentrations of DIPDMA did decrease with the decrease in their use of PREPOD containing products.
