Fluorocarbon emissions from refrigeration and air conditioning systems: code of practice overview
The code of practice for elimination of fluorocarbon emissions from refrigeration and air conditioning systems has been in effect since April 18, 2015.
Objective
This code of practice recommends best practices to reduce halocarbon emissions from refrigeration and air conditioning systems.
Target audience
The code of practice applies to persons who design, install and service stationary and mobile refrigeration, and air conditioning systems that use halocarbons and are:
- owned by the Government of Canada
- owned by a board or an agency of the Government of Canada
- owned by a crown corporation or a federal work and undertaking
- located on aboriginal or federal lands
This code of practice is a complement to federal, provincial and territorial measures with a goal to minimize and eliminate emissions of certain halocarbons by introducing best practices in the cooling industry. Therefore, it may also apply to persons regulated by provincial or territorial regulations.
Adopting the code of practice
If the code of practice applies to your facility or operations, you are encouraged to:
- implement best practices to reduce or limit the release of halocarbons to the environment from refrigeration or air conditioning systems
- develop a preventative maintenance plan that considers environmental awareness, leak testing, record keeping and reporting

Reporting
The code of practice does not have reporting requirements. However, if the code of practice applies to your facility or operations, you may be subject to the pollution prevention planning notice for halocarbons used as a refrigerant. Please refer to the pollution prevention planning notice for more information about reporting requirements.
