Canadian Notice and Movement Tracking System (CNMTS)

The modernization of our electronic system continues to progress. Since launching the electronic notification module last year, all companies seeking permits are using the online system, resulting in more efficient processing of notices and faster receipt of permits.

To continue to improve the tracking process for all stakeholders, this fall we will be implementing the first stage of the highly-anticipated roll-out of a new module. This movement document module will enable permit holders to generate and submit hazardous waste movement documents electronically, as well as the confirmation of disposal or recycling certificates. This new module will also enable you to track your compliance with the regulations to ensure that hazardous waste and hazardous recyclable materials are managed from start to finish.

Proposed new regulations

New regulations are under development that would repeal and replace the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations (EIHWHRMR), the Interprovincial Movement of Hazardous Waste Regulations and the PCB Waste Export Regulations. The main objective of this consolidation is to improve the management of permits, the tracking of shipments and clarify regulatory requirements. The proposed Cross-border Movement of Hazardous Waste and Hazardous Recyclable Material Regulations were published in the Canada Gazette, Part I, for a 60-day consultation period on December 15, 2018. Comments received will be reviewed and publication in the Canada Gazette, Part II, is planned for 2020.

Section 36 of the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations requires confirmation of recycling or disposal operations.

If you export or import hazardous waste or recyclable material you are required to provide written confirmation to Environment and Climate Change Canada within 30 days after the disposal or recycling of the hazardous material is completed. The written confirmation is a mandatory step of the movement tracking process. It confirms that the hazardous waste was managed in an environmentally sound manner. If you do not provide this confirmation within the 30-day period, you can be subject to enforcement actions.
