Environment and Climate Change Canada (ECCC) is seeking comments and feedback on a discussion document that presents the proposed amendments being considered to the Cross-Border Movement of Hazardous Waste and Hazardous Recyclable Material Regulations (XBR), with the goal of developing a proposal for amendments to the Regulations.

Who is the focus of this consultation

We invite all Canadians to participate in this consultation. We especially want to hear from:

  • Canadian importers and exporters of hazardous waste and hazardous recyclable materials, including: exporters/importers of e-waste, as well as exporters of hazardous waste and hazardous recyclable materials to non-OECD countries
  • E-waste processers
  • Waste disposers
  • Scrap metal recyclers
  • Carriers and carrier associations
  • Waste management associations
  • Recycling associations
  • Provincial and Territorial governments
  • Other Federal government departments
  • National and regional Indigenous groups
  • Environmental non-governmental organizations, other civil organizations
  • Foreign and international bodies and countries

Key issues for feedback

The discussion document outlines specific questions that will help guide the development of a proposal to amend the Regulations. We would like to hear your input on the following topics:

  • Implementing controls for all international movements of e-waste
  • Implementing the Ban Amendment to the Basel Convention;
  • Strengthening implementation and improving clarity by:
    • Addressing shipments without a permit
    • Including a hybrid approach to determining waste and recyclable material
    • Allow an interim operation during a rerouting of shipment to a final operation
  • Costs of the proposed amendments
