Pulp and paper technical guidance

Environment and Climate Change Canada develops Technical Guidance for Environmental Effects Monitoring (EEM) to assist mills on how to fulfill the regulatory requirements for EEM. The guidance includes methodologies on how to carry out EEM studies. For the regulatory requirements of the Pulp and Paper EEM program, please refer to the Pulp and Paper Effluent Regulations.

The 2010 Pulp and Paper Environmental Effects Monitoring (EEM) Technical Guidance Document (accessible PDF; 4.05 MB) reflects EEM program changes in response to:

  • the publication of the 2008 Regulations Amending the Pulp and Paper Effluent Regulations
  • experience with implementation of the EEM program
  • outcomes from the Smart Regulation Initiative on Improving the Effectiveness and Efficiency of Pulp and Paper Environmental Effects Monitoring
  • new scientific developments

To assist mills in identifying the most appropriate path through the EEM program, decision trees were revised and incorporated into Chapter 1. A set of Questions and Answers has been developed to provide further clarity to mills.
