Partners of the Federal Contaminated Sites Action Plan

The Federal Contaminated Sites Action Plan (FCSAP) is a horizontal program involving many partners. For the current phase (2025 to 2030), it involves 16 federal departments, agencies and consolidated Crown corporations. Those responsible for federal contaminated sites, known as custodians, work closely with:

  • consultants
  • contractors
  • trades people

Together, they work to remediate and apply risk management measures to contaminated sites. FCSAP is coordinated  by Environment and Climate Change Canada, with support and policy guidance from the Treasury Board of Canada Secretariat.

There are three expert support departments:

  • Environment and Climate Change Canada (ECCC)
  • Health Canada (HC)
  • Public Services and Procurement Canada (PSPC)

ECCC and HC review project documentation, including classifications, to help custodians consider the risks posed by the sites to human health and the environment. This, in turn, ensures that FCSAP funding is directed to high priority sites. PSPC provides expert support to FCSAP by:

  • providing project management and procurement tools
  • sharing information on innovative technologies and best practices
  • promoting the program to industry

Administration and expert support departments:

  • Environment and Climate Change Canada (administers the FCSAP Secretariat and provides expert support)
  • Treasury Board of Canada Secretariat (supports the FCSAP Secretariat and administers the Federal Contaminated Sites Inventory

Custodians responsible for contaminated sites:

  • Agriculture and Agri-Food Canada
  • Crown-Indigenous Relations and Northern Affairs Canada
  • Environment and Climate Change Canada
  • Fisheries and Oceans Canada
  • Indigenous Services Canada
  • Jacques Cartier and Champlain Bridges Incorporated
  • National Capital Commission
  • National Defence
  • National Research Council Canada
  • Natural Resources Canada
  • Parks Canada
  • Public Services and Procurement Canada
  • Transport Canada
  • Via Rail
