Quebec outfitter fined $15,000 and suspended from hunting

On June 2, 2015, Roger Gladu, owner of the company Service de guide Roger Gladu (also known as Pourvoirie Gladu), was fined $15,000 at the courthouse in Joliette, Quebec. Mr. Gladu pleaded guilty of depositing bait during a prohibited period, which is an offence under the Migratory Birds Convention Act, 1994. The fine will be directed to the Environmental Damages Fund.
In addition to this $15,000 fine, Mr. Gladu also received a one-year suspension of his hunting permit. He is prohibited from possessing, applying for, or using a migratory bird hunting permit. He cannot personally provide hunting guide services to clients during the suspension period. In addition, property seized during the investigation will be forfeited, including an ATV trailer, a sled used to transport grain, bags of corn grain and corn grain samples, and documents.
Mr. Gladu and his outfitting employees must respect a three-year probation period, during which they must make every effort to comply with sections 14(1) and 14(3) of the Migratory Birds Regulations, namely the ban on hunting migratory birds within 400 m of a place where bait has been deposited [s. 14(1)] and the ban on depositing bait during a prohibited period [s. 14(3)], namely the period beginning 14 days before the first day of the open season and ending on the day immediately following the last day of the open season.
In 1994, Mr. Gladu pleaded guilty to two similar charges of depositing bait during a prohibited period and hunting within 400 m of a place where bait has been deposited.
