3.3.1 We circulate the completed application package for review and assessment
The application will be circulated to other relevant federal, provincial and territorial agencies for review. The application may also be forwarded to other stakeholders as appropriate. Further consultations, including public meetings, may also be required. Where significant concerns about a proposed project are raised, the assessment timeline may be suspended.
3.3.2 We prepare an Environmental Protection Plan
The Environmental Protection Plan (EPP) is a document that incorporates best management practices and mitigation measures necessary for environmental protection during project implementation. We will incorporate the mitigation measures identified by you into an EPP that will require your signature prior to permit approval. We may recommend other mitigation measures that should be reflected in the EPP or directly in the permit conditions. For large or complex projects, you may be responsible for preparing the EPP in consultation with Disposal at Sea Program staff.
3.3.3 Environment and Climate Change Canada renders a permit decsion and notifies you
A permit will include conditions necessary to avoid or mitigate project impacts. You may be consulted on the draft permit conditions prior to their finalization.
3.3.4 Permit is published on the CEPA Registry
The Disposal at Sea Program must publish a copy of the permit and its conditions to the Canadian Environment Protection Act (CEPA) Registry. This process takes 14 days, including a 7-day public comment period. A person has 7 days from the date of publication to the Registry, or they receive a permit decision, to file a “Notice of Objection”, based on an ECCC decision to issue, refuse, suspend, revoke or vary the conditions of a permit. The notice of objection must request that the Minister of the Environment establish a “Board of Review” and must state the reasons for the objection. The board of review will inquire into the matter raised by the notice of objection.
