Annex F - Information on Socio-Economic Considerations

An evaluation should be undertaken regarding possible control measures for chemicals under consideration for inclusion in this Convention, encompassing the full range of options, including management and elimination. For this purpose, relevant information should be provided relating to socioeconomic considerations associated with possible control measures to enable a decision to be taken by the Conference of the Parties. Such information should reflect due regard for the differing capabilities and conditions among the Parties and should include consideration of the following indicative list of items:

  1. Efficacy and efficiency of possible control measures in meeting risk reduction goals:
    1. Technical feasibility; and
    2. Costs, including environmental and health costs;
  2. Alternatives (products and processes):
    1. Technical feasibility;
    2. Costs, including environmental and health costs;
    3. Efficacy;
    4. Risk;
    5. Availability; and
    6. Accessibility;
  3. Positive and/or negative impacts on society of implementing possible control measures:
    1. Health, including public, environmental and occupational health;
    2. Agriculture, including aquaculture and forestry;
    3. Biota (biodiversity);
    4. Economic aspects;
    5. Movement towards sustainable development; and
    6. Social costs;
  4. Waste and disposal implications (in particular, obsolete stocks of pesticides and clean-up of contaminated sites):
    1. Technical feasibility; and
    2. Cost;
  5. Access to information and public education;
  6. Status of control and monitoring capacity; and
  7. Any national or regional control actions taken, including information on alternatives, and other relevant risk management information.
