5. Testing and Monitoring

5.1. The combustion turbine should be maintained and operated in a way that minimizes the time during which the emission limits are not applicable and to ensure that all efforts are made to avoid operating above the NO_x emission limits.

5.2. An initial emission performance test should be conducted within six months of the combustion turbine commissioning date to demonstrate conformance with the NO_x emission limits, following the requirements in Appendix 1.

5.3. To verify conformance with the NO_x emission limits, an emission performance test should be conducted or emission concentration should be monitored following the requirements in Appendix 1 and as follows:

1. For a non-peaking combustion turbine used to generate electricity with a power rating greater than 25 MW, a Continuous Emissions Monitoring System (CEMS) should be operated;
   
2. For any other combustion turbine with a power rating greater than 25 MW, a NO_x emission performance test should be conducted once per calendar year;
   
3. For a combustion turbine with a power rating less than or equal to 25 MW, a NO_x emission performance test should be conducted once every three calendar years.

5.4. Emission performance testing should not be conducted during start-up periods and shut-down periods, periods of malfunction, periods of part-load operation or when the ambient temperature at the point of air intake is less than -18°C.
