Labelling of toxic substances in products, including toxic flame retardants: Notice of Intent Consultation

On October 29, 2022, Environment and Climate Change Canada and Health Canada published a Notice of Intent. This Notice informs Canadians that the Government of Canada intends to propose actions on the labelling of toxic substances in certain products, such as cosmetics, cleaning products and toxic flame retardants in upholstered furniture. The public is invited to provide comments and feedback on the Notice of Intent.
Background
In April 2021, the Government of Canada announced its commitment to strengthening the Canadian Environmental Protection Act, 1999 as well as mandatory labelling of substances in consumer products. These commitments support the mandate letters of the Ministers of Environment and Climate Change and of Health.
Since March 2022, the Government of Canada has been consulting with interested parties in a policy lab format. The discussions were focused on how to enhance supply chain transparency and mandatory labelling of substances in products.
Feedback received through the policy lab discussions and other sources, including this consultation, will inform a strategy on labelling and supply chain transparency for substances in products in 2023.
