Administrative Burden Baseline: 2025 Update
In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline (ABB), to provide a count of the requirements in federal regulations that impose an administrative burden on business.
All federal regulations administered by Environment and Climate Change Canada that have requirements that impose administrative burden on business are identified below. The total 2025 count is 18,003, an increase of 2,386 from last year's count of 15,617. The original baseline count was 9,985 on June 30, 2014.
Regulation counts adjusted in this update:
- Clean Electricity Regulations
- Clean Fuel Regulations
- Certain Products Containing Toxic Substances Regulations
- Products Containing Mercury Regulations
- Reduction in the Release of Volatile Organic Compounds (Storage and Loading of Volatile Petroleum Liquids) Regulations
- Wild Animal and Plant Trade Regulations
- Repeal: 2-Butoxyethanol Regulations
- Repeal: Renewable Fuels Regulations
As a result of these changes, the ABB count increased by 2386 from the 2024 count of 15,617.
