This solicited process is open from August 30, 2022 to October 13, 2022 at 3:00 p.m. Eastern Daylight Time (EDT).

Description

The Work Integration Social Enterprises (WISE) program supports research and innovative projects. These projects aim to identify better ways of helping persons prepare for, return to or keep employment and be productive participants in the labour force.

This program tests new approaches, which facilitate the achievement of a more effective and efficient labour market. It also helps and explores ways to improve labour market attachment and outcomes of underrepresented groups, specifically for Black and racialized Canadians.

Eligible organizations can apply for a project up to $300,000. We expect that the project will begin in March 2023 and be no longer than 18 months. The final national report on the state of social enterprises in Canada must be produced within the first 12 months of the agreement.

We will provide funding to an organization that will:

• survey the state of social enterprises in each province and territory
• portray an overall landscape of Canadian Social Enterprises serving diverse underrepresented groups of individuals

Employment Social Development Canada - will only accept 1 application per organization.

Objective

The objective of this process is to fund 1 organization to produce a national report on the state of social enterprises across Canada, including both Francophone and Anglophone regions.

The national report will respond to a critical gap in the field of social enterprises research in Canada; the absence of an agreed upon definition of social enterprises; and a review of the legal environment in which they are operating. The national report will aim to address the following policy research questions:

• what is the state of social enterprises at the national level and in each province and territory including both Francophone and Anglophone regions?
  • the size
  • similarities and differences
  • characteristics of clientele
  • funding modalities
  • governance
  • challenges and opportunities
• how are social enterprises defined at the national level (if applicable) and across jurisdictions (similarities, differences and implications of these definitions)?
• what is the legal environment in which social enterprises operate in Canada (similarities and differences across jurisdictions)?

Organizations solicited for this funding

We determined that a solicited call for proposals was the most effective process. We identified the organizations and invited them to apply under this funding for the following reasons:

• their research capacity and experience
• their knowledge of the social enterprises landscape in Canada, including both Francophone and Anglophone regions

Eligibility

This is a solicited funding process. It is open only to organizations invited by Employment and Social Development Canada.

Eligible applicants

Applicants eligible for this funding process are:

• public or private universities
• have been actively involved in the field of social enterprise in the last 3 years

We will not automatically consider funding the solicited organizations. Solicited organizations must submit an application to be considered in this competitive process.
