Solicited call for funding to provide loans and support services to skilled newcomers - Foreign Credential Recognition Program

You can apply between March 15, 2022, and April 26, 2022, at 3:00 p.m. Eastern Daylight Time (EDT).

Description

The Foreign Credential Recognition Program (FCRP) helps address specific barriers faced by skilled newcomers to improve their labour market integration, for example the:

  • length and cost of credential recognition
  • lack of Canadian work experience

We will provide funding to projects that will:

  • support skilled newcomers in fully participating in the labour market and Canadian society, and
  • contribute to the Government of Canada’s priorities of attracting and retaining the best talent

This funding also includes those with international education, training, and work experience, thus ensuring that all Canadians are able to reach their full potential.

Only eligible organizations that have been invited can apply for a project of up to a maximum of $2,000,000 per year. The project funding period is up to 5 years with a maximum project length of 10 years. Applicants can negotiate the length of the loan issuance period and repayment periods. The loan issuance period cannot exceed 5 years; however, the repayment period can be more than 5 years within the 10-year project. We expect that projects will begin in fall 2022.

Objective

This Call for Proposals (CFP) invites organizations to submit proposals for the undertaking of activities related to:

  • the management of a Loan Guarantee Fund or Loan Capital Fund and the delivery of loans and support services to skilled newcomers

The objectives of FCRP Loans CFP are to:

  • help skilled newcomers manage the costs associated with foreign credential recognition, including exam fees and travel, while providing support services such as career guidance and training plan development

This assistance helps skilled newcomers navigate FCR processes and supports their labour market integration.

Overall, the FCRP Loans Projects will target a total of 8,000 skilled newcomers over 5 years: 

  • 4,000 skilled newcomers served with loans and support services
  • 4,000 skilled newcomers served with support services only
  • 50% of skilled newcomer clients served must be women

Organizations solicited for funding

We determined that a solicited CFP was the most effective process for this program. The Department has identified the organizations which have been invited to apply.

Eligibility

This is a solicited CFP. It is open only to the organizations invited by ESDC. To apply for funding under this competitive process, your application must meet all of the following eligibility criteria.

Eligible applicants

The process is only open to not‑for‑profit organizations outside of Quebec that demonstrate the following:

  • recent and relevant experience and results (within the past 3 years) in delivering loans and support services to skilled newcomers

Eligible projects

The following requirement must be met for projects to be considered eligible for funding:

  • have cash and/or in-kind contributions from sources other than ESDC equal to or more than 15% of the total project costs
