The call for proposals is open for 8 weeks. You can apply from April 26, 2022 to June 20, 2022, at 1 pm Eastern daylight time (EDT).
Description of funding
The objective of the Indigenous Homelessness stream of the Reaching Home Program is to prevent and reduce homelessness. This program provides financial assistance to communities across Canada to support their efforts to meet local needs and address specific priorities related to homelessness among Indigenous people.
Through this call for proposals, contribution funding is available under the Indigenous Homelessness stream for projects in the Quebec region.
The amount requested must not exceed the amount of funding made available under this call for proposals. The funding available for new projects is $7,062,564.
Projects are anticipated to begin as early as September 1, 2022, and end no later than March 31, 2024.
Objective
The Indigenous Homelessness stream of the Reaching Home Program is a community program designed to prevent and reduce homelessness and provide support and direct funding to Indigenous communities off-reserve.
The objective of this call for proposals is to fund projects that:
- aim to prevent and reduce Indigenous homelessness
- stabilize the lives of Indigenous individuals who are homeless or at-risk of homelessness and assist them in moving towards self-sufficiency
- support the delivery of culturally-appropriate homelessness services and supports to Indigenous peoples; and/or
- strengthen the ability of organizations to support Indigenous peoples experiencing homelessness through capacity building, partnerships and/or the development of networks to increase impact and improve results
Consideration will be given to projects that:
- are led by an Indigenous organization
- are led in partnership with an Indigenous organization
- are led by an organization that has obtained a letter of support from an Indigenous organization located in the community/region where the proposed activities will be undertaken; and/or
- provides opportunities for Indigenous community members targeted by the project to actively contribute to the project’s design and implementation

Eligible applicants
Organizations must be located in Canada and propose activities that will be carried out exclusively in Quebec, and that meet the specific needs of the off-reserve Indigenous population.
Recipients eligible for funding are the following:
- indigenous organizations, including but not limited to the following:
- incorporated for‑profit and not‑for‑profit Indigenous controlled organizations
- indigenous-controlled unincorporated associations
- Indian Act Bands
- tribal councils and self-governing indigenous entities
- not-for-profit organizations
- for-profit organizations
- municipalities
Note for non-Indigenous organizations
Non-Indigenous applicants are strongly encouraged to provide a letter of support demonstrating that they are supported by:
- an Indigenous community organization or
- a partner recognized by the Indigenous community organizations in their community and that the proposed project meets the needs of the targeted clients.
Note for organizations established and operating in Quebec
The National Assembly of Quebec has adopted the Act respecting the Ministère du Conseil exécutif (CQLR, Chapter M‑30). The Act states that public organizations in Quebec must obtain authorization from the Government of Quebec before signing any agreement with the Government of Canada, any of its departments or government agencies, or a federal public agency. Any entity subject to the Act must obtain the necessary authorization before signing any such agreement. If your project is selected, Employment and Social Development Canada (ESDC) will give you a reasonable amount of time to obtain the authorization of the Government of Quebec. If you are unable to obtain the required authorization within a reasonable timeframe, your application could be withdrawn.
