Labour Program Administrative Burden Baseline: Update 2025
The Administrative Burden Baseline provides Canadians with a clear metric on the total number of requirements in federal regulations and associated forms that impose administrative burden on business. This baseline contributes to the openness and transparency of the federal regulatory system.
All federal regulations administered by the Labour Program that have requirements that impose administrative burden on business are identified below. The total 2025 count is 31,537.
For the 2024–2025 reporting period, the Labour Program’s Administrative Burden Baseline count increased by 5, bringing the total to 31,537.
This change reflects the following regulatory updates:
- Maritime Occupational Health and Safety Regulations – A reporting requirement for employers was updated to include 9 additional pieces of information;
- Canada Occupational Health and Safety Regulations and Oil and Gas Occupational Safety and Health Regulations – 4 administrative burdens were eliminated due to the repeal of outdated sanitation standards, including requirements related to washroom facilities and water supply.
These updates reflect the Government of Canada’s ongoing efforts to modernize occupational health and safety regulations while maintaining transparency in regulatory reporting obligations.
