Labour Program Administrative Burden Baseline: Update 2026
The Administrative Burden Baseline provides Canadians with a clear metric on the total number of requirements in federal regulations and associated forms that impose administrative burden on business. This baseline contributes to the openness and transparency of the federal regulatory system.
All federal regulations administered by the Labour Program that have requirements that impose administrative burden on business are identified below. The total 2026 count is 31,600.
For the 2025-2026 reporting period, the Labour Program's Administrative Burden Baseline count increased by 63, bringing the total to 31,600.
This change reflects the following regulatory updates:
- Aviation Occupational Health and Safety Regulations - 13 administrative burdens concerning hazardous substances were added;
- Canada Labour Standards Regulations - 3 administrative burdens concerning pregnancy loss and bereavement leave were added while 1 administrative burden that required employers to post copies of their harassment policy statement was repealed (net increase of 2 administrative burdens);
- Canada Occupational Health and Safety Regulations - 9 administrative burdens concerning hazardous substances were added;
- Maritime Occupational Health and Safety Regulations - 13 administrative burdens concerning hazardous substances were added;
- Oil and Gas Occupational Safety and Health Regulations - 12 administrative burdens concerning hazardous substances were added;
- On Board Trains Occupational Safety and Health Regulations - 13 administrative burdens concerning hazardous substances were added;
- Standards for Work-Integrated Learning Activities Regulations - 1 administrative burden concerning pregnancy loss was added.
These updates reflect the Government of Canada's ongoing efforts to modernize regulations made under the Canda Labour Code while maintaining transparency in regulatory reporting obligations.
