Report – Results from Teaching and Learning International Survey (TALIS) Starting Strong 2024 – Strengthening Early Childhood Education and Care
Overview
On December 2, 2025, the Organisation for Economic Co-operation and Development (OECD) published the results from TALIS Starting Strong 2024. TALIS Starting Strong is an international large-scale survey specifically designed for staff and leaders in early childhood education and care (ECEC). It offers robust international information that aids in the development and implementation of policies pertinent to ECEC staff and leaders, particularly focusing on aspects that enhance conditions for children’s learning, development and well-being.
The report underscores the central role of ECEC staff in shaping high quality environments for young children, while also revealing systemic challenges mainly around workforce training and recognition. In Canada, the provinces of New Brunswick and Québec participated in the survey. Key areas addressed in the survey include pedagogical practices and beliefs, professional development for staff and leaders, working conditions and leadership activities. The report presents its findings across 3 main areas:
- strong ECEC for children and families
- strong ECEC to retain a high-quality workforce, and
- strong foundations for ECEC
Canadian data and policy information in this report were validated by:
- Employment and Social Development Canada, and
- Provinces of New Brunswick and Québec
