This Information Bulletin provides information on the attached new release of the CDSP Interface Transaction Standards (ITS) version 2.3 dated June 2011.

Modifications to English version 2.2 of the ITS pertaining to the implementation of Budget 2010 CDSP system changes involving Carry Forward/Shared Custody in January 2012 are documented below.

Section: 2.2 - Record Format Overview

• Change text: Information updates and changes relating to the non-financial aspects of the RDSP, such as Beneficiary and Holder information (personal), Contract information and Consent information.
• Add text: Information adding or revoking consent for residency, DTC eligibility, and income validations at CRA is reported utilizing record type 202.

Section: 2.3 - Transaction Reporting Sequence

• Add text: Consent Information (RT-202)

Section: 2.4 - Timeliness of Transaction Processing

• Delete text: "and a 270 day limit on the reporting of contribution and Grant corrections".

Section: 3.4 - Consent Transactions

• Add text: Full section including 4.4.1 - Add Consent and 4.4.2 - Revoke Consent.

Section: 5.3 - Logical Record Types

• Add to table: 202: Add and Revoke Consent Transactions.

Section: 6.1 - Record Type "001" - Header Record

• Replace: '0.2.2' with '02.3' in Data Version Field.

Section: 6.1.1 - Record Type "001" Validation Rules

• Change: '02.3' to Data Version Field.

Section: 6.4.1 - Record Type "101-01" Validation Rules

• Change: Description of Primary Caregiver SIN or Agency BN data element to "Disability Tax Credit (DTC) eligibility, Canadian Residency and Family Income".

Section: 6.4.3 - Contract Holder, 6.6.2 - Update Holder, 6.6.3 - Add Holder

• Change: Description of Holder SIN or BN data element. "Used to determine DTC eligibility, Canadian Residency and Family Income".

Section: 6.7 - Record Type "202" - Beneficiary Consent Information

• Add: Full section including RT 202-01 - "Add Consent" and 202-02 - "Revoke Consent" transactions.

Sections: 6.8.1 - Contribution, 6.8.2 - Correction, 6.8.3 - Bond Request

• Change: Description of Primary Caregiver SIN (1) or Agency BN (1) data element to "Used to determine DTC eligibility, Canadian Residency and Family Income".

Section: 6.8.5 - Record Type "401-08" RDSP Rollover

• Change: Description of Primary Caregiver SIN or Agency BN data element to "Used to determine DTC eligibility, Canadian Residency and Family Income".

Section: 6.8.5.1 - Record Type "401-08" RDSP Rollover

• Change: Rule in RDSP Rollover Date field from "before" to "after".

Section: 6.8.9.1 - Record Type "401-20" DAP Validation Rules

• Delete: Error Code 8104 - Mandatory Field from "DAP RDSP Rollover Amount" field.

Section: 6.8.10.1 - Record Type "401-21" LDAP Validation Rules

• Delete: Error Code 8104 - Mandatory Field from "LDAP RDSP Rollover Amount" field.

Section: 8.0 - Record Type 901

• Add to Transaction Origin Field: '14' - Re-adjudication due to New Consent.

Section: 12.2 - Transaction Error Codes

• Add to table:
  8264: Must be greater than the last consent transaction date submitted.
  8265: Must not exist as a Holder on any contract of the reported beneficiary.
  8266: Must already be recorded as consent for the beneficiary.
  8267: Must not be an active holder on the current beneficiary contract.
  8268: Beneficiary consent cannot be revoked.

Section: 13.3 - Refusal Reasons

• Insert: New table with multiple Refusal Reason revisions.

Section: 13.4 - RDSP Rollover Issues

• Add to table:
  94: Beneficiary is a non resident
  95: Beneficiary DTC eligibility not confirmed

• Add: Definition of Consent
