Why this study

The Labour Program reviews a business to see if it falls under the responsibility of the federal or provincial government. This study aims to:

  • outline the processes for making decisions, and
  • build tools for field officers

What we did

We made activity maps to describe the review process.

The maps provide the decision points for the following industries:

  • road transport
  • grain elevators
  • seed mills and warehouses, and
  • flour mills

What we found

There are rules to assess if a business is the responsibility of the federal or provincial government. Experienced field officers understand these rules. However, they are complicated and few job aids are available.

What it means

Clear procedures allow for quicker decisions by field officers. These activity maps:

  • outline a step by step process for making decisions
  • document the business procedures, and
  • improve training materials for employees
