Body of notice
The Government of Canada is seeking applications from qualified and diverse individuals to join the Employment Insurance Board of Appeal as Board Members representing employers and insured workers. This inventory will be used to fill current and future vacancies on the board of appeal.
The Employment Insurance Board of Appeal has the responsibility of hearing and deciding first-level Employment Insurance appeals with respect to eligibility for benefits under the Employment Insurance program. It is replacing the existing Social Security Tribunal Employment Insurance Section for first level Employment Insurance appeals. Under the Employment Insurance Board of Appeal, first level Employment Insurance appeals will be heard by regionally dispersed three-member decision-making panels. As a tripartite organization, the new Board of Appeal represents the interests of government (appointed by the Government in Council process), insured workers and employers (both appointed by the Canada Employment Insurance Commission (CEIC)), helping to put first-level Employment Insurance appeal decisions back into the hands of those who pay into the Employment Insurance system.
The Board of Appeal’s Mandate is to provide simple, quick, fair, and client-centric quasi-judicial services to employment insurance claimants and employers.
Board members participate in hearings as part of a three-member panel, mandated to provide fair and impartial hearings on decisions on first level Employment Insurance appeals. Board Members participate in the deliberations of the hearing panel and the decision-making on appeals with respect to the eligibility of benefits under the Employment Insurance program, including whether administrative penalties have been accurately assessed. Board Members hear and analyze materials in a neutral and impartial manner, ensuring that appeals are dealt with quickly and fairly.
Official languages and diversity
The Government of Canada will consider bilingual proficiency and diversity in assessing applicants. You are therefore encouraged to include in your application, your ability to speak and understand your second official language.
Preference may be given to applicants who will help to reflect Canada’s diversity in terms of linguistic, regional and employment equity groups (women, Indigenous peoples, persons with disabilities and members of visible minorities), as well as members of ethnic and cultural groups.
Education and experience
To be considered, please ensure that the information provided in your CV and application form clearly demonstrates how you meet the following requirements:
- post-secondary education or an acceptable combination of education, job-related training and/or experience
- for CEIC Employer applicants only: Experience, whether in a professional or business setting, in at least one of the following areas: human resources, labour relations, industrial relations, arbitration or employee management including employment-related laws and policies, or other relevant areas relevant to the position
- for CEIC Worker applicants only: Experience in at least one of the following areas: industrial relations, arbitration including employment-related laws and policies, laws pertaining to labour/management relations, employment insurance, or other relevant areas relevant to the position
Knowledge, skills and abilities
The following criteria may be assessed:
- knowledge of employment or labour conditions in the Board’s geographical area
- ability to communicate effectively, both orally and in writing
- ability to elicit information, assemble resources and focus information necessary to make a decision
- ability to use a computer for communication, research, and word processing, and to learn new technical programs
- ability to work efficiently, independently from a home office, as well as within a team
Language requirements
Proficiency in both official languages would be preferred. Language proficiency may be evaluated at a later date.

Eligibility factors and conditions of employment
- Be a Canadian citizen or permanent resident
- Appointees must uphold the highest standards of probity and are expected to demonstrate behaviors in the workplace that afford respect, equality and dignity to everyone they interact with at work. The Values and Ethics Code for the Public Sector, as well as the Employment Insurance Board of Appeal Member Code of Conduct, outlines the values and expected behaviours, including valuing diversity and creating workplaces free from harassment and discrimination. Commission appointees are expected to uphold and respect these values and principles in a positive and active manner
- The position is part-time; however members must be available full-time for a period of approximately 10 consecutive days during the training period
- The Employment Insurance Board of Appeal operates in a hybrid environment, within Canada. As such, the Board Member will telework and must have the required provisions. There are no relocation requirements
- Hearings may take place by videoconference (most common), teleconference, or in-person. The Board Member shall be available to travel within their assigned region to conduct in-person hearings when required. They may be required to travel within the province or country occasionally, for exceptional needs. Travel for training may also be required from time to time
- As the caseload may vary based on the number of appeals filed, there is no minimum guarantee on the level of work each month for part-time members, however there is a requirement to be available 4 to 5 days per month
