3. Definitions

Performance Evaluation.
Performance Evaluation is a process whereby critical tasks and expected results are set, followed by the supervisor providing feedback and discussing performance and potential.
Feedback Sessions.
Feedback Sessions involve reviewing and recording the individual’s progress in relation to previously set expected results for critical tasks and action plans.
Feedback Notes.
Feedback notes are the collection of observations or facts, about a CAF member’s performance and work. The goal is to document the full spectrum of the CAF member’s behaviours, either positive or negative.

4. Policy

Context

  • 4.1 The CTC Performance Evaluation is a process where supervisors and CTC adult staff members review performance expectations based on TOR, identify goals and support structures to achieve goals, and engage in meaningful feedback on staff member performance. It assists the organization in identifying members for advancement for future CTC service opportunities.

Policy

  • 4.2 The CTC Performance Evaluation process will be used to develop personnel through constructive feedback and to assess the level of demonstrated performance and potential for future periods of CTC service.
  • 4.3 Supervisors are required to provide feedback for all adult staff members. As a minimum, feedback will be provided using the tools outlined below:

  • 4.4 The period of service calculation is cumulative over the CTC period and does not need to be consecutive.

Requirements

5. Responsibilities

  • 5.1 The responsibility for conducting the CTC Performance Evaluation process and for submission of completed CTC ASPEs, Feedback Notes, and Letters of Performance rests with the CTC CO, who are responsible to ensure:
    1. appropriate supervisors are designated at the beginning of the reporting period;
    2. all required information concerning the performance of personnel during the entire reporting period is incorporated into the CTC ASPE, Feedback Notes, or Letter of Performance;
    3. all feedback sessions, CTC ASPEs, Feedback Notes, and Letters of Performance are complete; and
    4. all CTC ASPEs, Feedback Notes, and Letters of Performance are submitted as soon as practical.

Supervisor’s Rank

  • 5.2 The supervisor of the staff member being assessed will author the ASPE, Feedback Note or Letter of Performance. Normally, the supervisor is one rank higher than the staff member. If it is not possible and/or appropriate for the supervisor of a staff member to be of a higher rank, it is acceptable for a person of the same rank to provide a CTC ASPE, Feedback Note or Letter of Performance.
  • 5.3 The supervisor for a CPO1/CWO will be LCdr/Maj or higher.

Reviewing Officer’s Rank

  • 5.4 The reviewing officer must be at least one rank higher than the staff member being assessed.

6. Publication

Frequency of Publication

  • 6.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

Errors/Omissions or Suggestions

  • 6.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions, or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
