3. Definitions
- Approving Authority.
- The approving authority is the individual who will authorize the RTU.
- Authorized Cadet Activity.
- An activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, CTC) to the designated activity location, and back to the rally point.

- CJCR Gp Volunteer.
- See QR (Cadets), section 1.02, Definitions. Supplemented by the following: the term volunteer applies to a person screened by CJCR Gp and authorized by a corps/squadron, CTC or RCSU CO, who assists cadet instructors and civilian instructors in cadet activities without pay.
- Return to Unit.
- Used to describe the process of a CAF member, Civilian Instructor, CJCR Gp Volunteer, Staff Cadet, or cadet who was sent home during a course/period of service/employment for compassionate, personal, disciplinary, or medical reasons, or for failure to achieve course training standards.

4. Policy
Policy
- 4.1 The RTU of a CAF member, CI, CJCR Gp Volunteer, Staff Cadet, or cadet is the process, following a decision by the approving authority, of ceasing training, a period of service, or employment and releasing an individual from further training, service, or employment requirements for the designated session. This includes the travel of the individual to the originating point of departure, or another location as agreed upon by the approving authority and the individual or their parent/guardian. In the case of a cadet, this includes releasing them to their parent/guardian unless the cadet is of the age of majority or no longer under legal guardianship.
- 4.2 The approving authorities for RTUs are as follows:

Administration and Training Service National Training Establishment - 4.3 RTU policy and procedures apply to all CAF provided training and authorized cadet activities, including international training activities.
- 4.4 An RTU is an administrative process that may take place due to:
- an individual being assigned medical conditions that will impact participation/training;
- an individual arriving at the training centre or assembly point and does not meet the requirements to attend the authorized cadet activity;
- an individual being unable to meet the course prerequisites or standard following a progress review board;
- compassionate reasons;
- a request by the individual or their parent/guardian;
- an individual is unable to overcome a conduct or performance deficiency, or when the conduct or performance deficiency has or may have, an ongoing negative impact on the training of the individual or others at the training location; and
- any other reason determined by the approving authority. Other reasons will be considered on a case-by-case basis.
- 4.5 If the individual or their parent/guardian, as the case may be, requests an RTU, the RCSU CO, their delegate or higher authority will decide who is responsible for the costs associated with the travel.

5. Publication
- 5.1 Publication and review of CJCR Gp Os and Instructions is conducted in accordance with CJCR Gp O 1000-0, Foundation Framework for CJCR Gp Orders and Instructions.
Frequency of Publication
- 5.2 A periodic review of CJCR Gp Os will be initiated every five years, or more frequently if necessary.
