3. Definitions

Civilian Instructor.
See QR (Cadets), section 1.02, Definitions.
CJCR Gp Volunteers.
See QR (Cadets), section 1.02, Definitions. Supplemented by the following: the term volunteer applies to a CAF member when not on paid duty, or a CI when not on paid service; a volunteer is authorized by a corps/squadron, CTC or RCSU CO; and a volunteer is screened by CJCR Gp.
Official Website.
An official website is any internal or external internet website approved by the Government of Canada.
Official Cadet Website.
An official website that involves:
  1. a cadet organization (Junior Canadian Rangers, Sea Cadets, Army Cadets, or Air Cadets); or
  2. a DND or CAF organization or unit and whose mission is to inform users about the Cadet Program or JCR Program and its activities or to support its implementation.
Official Social Media Account.
An official social media account is a public facing communications channel that meets all requirements of the Policy on Communications and Federal Identity and has been approved by the Government of Canada through ADM(PA).

4. Policy

Policy

  • 4.1 All Official Cadet Websites and OSMAs will conform to Government of Canada, Treasury Board of Canada Secretariat, and DND/CAF policies.
  • 4.2 The CJCR Gp will:
    1. maintain the official DND/CAF owned website on Canada.ca for CJCR Gp in collaboration with ADM(PA);
    2. maintain OSMAs that are approved by ADM(PA) for inclusion in the listing of the official Government of Canada social media channels;
    3. ensure that all OSMAs are compliant with DAOD 2008-8, Official Use of Social Media; and
    4. review written requests for new official accounts in coordination with ADM(PA).
  • 4.3 Official Cadet Websites and OSMAs should be reviewed on an annual basis and updates completed as required.
  • 4.4 In accordance with DAOD 2008-10, Advertising, Publishing and Visual Identity, it is prohibited for any DND employee, CAF member, CI, or CJCR Gp Volunteers to use public funds to host websites or to purchase advertising, including to promote, boost or sponsor content on social media platforms, without having sought approval from their RCSU, who will then consult with the Director Marketing and Advertising for approval from ADM(PA).
  • 4.5 DND employees, CAF members, CIs and CJCR Gp Volunteers will not hold in their names, hosting services or domain names for websites or social media accounts containing Cadet Program information, which have not been approved by ADM(PA).

Requirements

  • 4.6 In accordance with the Treasury Board’s Policy on Service and Digital and DAOD 2008-6, Internet Publishing, DND/CAF proprietary documents and intellectual property, such as CJCR Gp Os, CJCR Gp Instructions, CANCDTGENs, Qualification Standard and Plans, Instructional Guides, forms, imagery, and any other information source or data product generated within DND/CAF for use by the Cadet Program, will only be stored on official platforms. Corps/squadron COs will ensure that their staff, CJCR Gp volunteers, cadets, and parents/guardians have access to appropriate Cadet Program information only from official sources.
  • 4.7 Official Cadet Program identifiers, such as the CJCR Gp Formation badge, RCSU and CTC badges, and the Cadets Canada logo, may be used only on Official Cadet Websites and OSMAs.

5. Non-Government of Canada Websites and Platforms that Contain Information Related to the Cadet Program

  • 5.1 Individuals, groups, and organizations, including the Cadet Leagues, local committees, or supporting organizations, outside of DND/CAF, may choose to manage websites or social media accounts that contain information related to the corps/squadron they support. These websites and social media accounts are the property of those entities and are not regulated by DND/CAF. To ensure transparency, these entities may choose to include a disclaimer indicating that the pages are not official entities of the DND or the CAF. Example statements are as follows:
    1. This website is not intended to represent in any way the policies or procedures of either the Department of National Defence or the Canadian Armed Forces. This website is maintained on behalf of <<NAME OF CORPS/SQUADRON LOCAL COMMITTEE/INDIVIDUAL/GROUP>>.
    2. This website is to provide basic information about the function of <<NAME OF CORPS/SQUADRON LOCAL COMMITTEE/GROUP>> and their support to <<CORPS/SQUADRON NAME>> and to inform cadets, parents/guardians and the local community about the various events that will be taking place. For official Cadet Program information, please visit Canada.ca/cadets.

7. Publication

  • 7.1 Publication and review of CJCR Gp Os and CJCR Gp Instructions are conducted in accordance with CJCR Gp O 1000-0, Foundation Framework for CJCR Gp Orders and Instructions.

Frequency of Publication

  • 7.2 A periodic review of CJCR Gp Os Os and CJCR Gp Instructions will be initiated every five years, or more frequently, as required.

Errors/Omissions or Suggestions

  • 7.3 Readers of CJCR Gp Os Os and CJCR Gp Instructions are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
