16-05 – ​​​Emergency Medical/Dental Coverage – Cadets on International Trips and International Exchange Programs

Cadet Administrative and Training Orders (CATOs)

Purpose

1. This section describes the policy and procedures regarding emergency medical and dental coverage for international trips and IEP in reference with CFAO 34-45.

Definitions and Abbreviations

2. For the purpose of this order, the following definitions/abbreviations apply:

“IEP”  International Exchange Programs; (PEI)

“OIC (Officer in Charge)”  Officer or person accompanying cadets on authorized international trips or exchange programs; (O Resp)

“Unit” A Cadet corps or squadron, detachment, Cadet Summer Training Centre (CSTC), Regional Gliding School (RGS), Regional Cadet Regional Cadet Support Unit (RCSU) or Director Cadets and Junior Canadian Rangers (D Cdts & JCR). (Unité)

General

3. During authorized international trips and exchange programs, all cadets on strength at a corps/sqn, attending CSTC/RGS, participating in a RCSU/D Cdts & JCR activity or participating in an IEP are covered by the CF, through Blue Cross, for emergency medical or dental care.

Unit Specific Medical Number

4. Each Unit and IEP is assigned a specific medical number. D Cdts & JCR will update the list of current Units and IEP and provide an updated list to Blue Cross through Health Services Support at the start of every Fiscal Year.

5. The Unit’s Specific Medical Number will be assigned by D Cdts & JCR and will cover all cadets of that Unit or IEP.

Procedure Accessing Health Care

6. D Cdts & JCR or RCSUs will provide and ensure that the OICs have their Unit Specific Medical Number and the “Outside of Canada Emergency Medical/Dental Assistance Card” (see Annex A) readily available during international trips and exchange programs.

7. In case of an emergency, OICs needing assistance outside of Canada may use one of the telephone numbers provided on the “Emergency Medical/Dental Assistance Outside of Canada” card at any time to provide access to Blue Cross personnel in Canada who will offer the OIC with:

1. a list of health care providers (when available);
2. language assistance; and
3. payment guarantee for the health care and services rendered or to be provided.

8. When medical care is received, the OIC shall ensure that:

1. the Unit Specific Medical Number and name of the injured or sick cadet are added to the invoice;
2. the cadet signs a release of medical information form upon hospitalization or receipt of treatment (if available on site); and
3. ensure that the medical report is attached to the invoice.

Reports and Invoicing

9. Upon return to Canada, the OIC will provide, through the chain of command, a report to D Cdts & JCR outlining the occurrences of medical treatment.

10. In the case where a cadet/parent receives an invoice for medical treatment received while on authorized international trip or exchange program, the invoice shall be forwarded to D Cdts & JCR for processing and payment.
