14-32 – Operations, Communications and Emergency Response in Cadet Summer Training Centres

Cadet Administrative and Training Orders (CATOs)


Purpose

1. This order describes the policy with respect to emergency situations during training activities away from the main Cadet Summer Training Centre (CSTC).

General

2. To ensure the safety of cadets during training activities away from the main CSTC it is imperative that CSTC Commanding Officers (CO) have the capability that will enable them to be informed as to the exact location of detached groups and to respond quickly to emergency situations.  To achieve this capability the following minimum standards must be met:

  1. detached parties must never be out of reach of a reliable communications link for a long period in order to enable them to promptly contact CSTC duty personnel if required;
  2. emergency response must be available 24/7 whenever cadets are away from the main CSTC and the precise location of detached groups must be known to CSTC duty personnel;
  3. when alerted, emergency response personnel must be able to reach the scene of an emergency in a reasonable time; and
  4. each CSTC must have clear and concise Standard Operating Procedures (SOPs) and all personnel must be thoroughly familiar with the procedures.

3. In order to assess the efficiency of each CSTC’s emergency response capability, CSTC’s shall conduct emergency drills during the summer training period.  The purpose of the drills is to confirm the effectiveness of the communication equipment and assess the adequacy of SOPs.  At least once during the summer a full scale unannounced emergency exercise shall be conducted and critically assessed by RCSU/CSTC staff.  The results are to be submitted to the RCSU CO along with a summary of recommendations and lessons learned.
