12-01 – Protocol at Parades

Cadet Administrative and Training Orders (CATOs)


Purpose

1. This order describes the policy regarding protocol during parades for the Canadian Cadet Organizations (CCO).

General

2. This procedure applies to any parades being held at the cadet corps and squadrons, Cadet Summer Training Centres (CSTCs) and other support establishments for training cadets. The CO of the cadet corps or squadron/CSTC should contact the RCSU staff or Cadet Detachment Commander (Cadet Det Comd) if assistance is required for the hosting and protocol arrangements.

Review

3. During the review, the Reviewing Officer shall stand on the dais. The CO of the cadet corps/squadron/CSTC may stand to the right of the dais and slightly behind the Reviewing Officer and the Sponsoring Committee Chairperson/League Representative (for cadet corps or squadron annual reviews) or the National/Provincial/Division President or his representative (for CSTC parades) to the left and slightly behind the Reviewing Officer.

4. In the event that a Reviewing Officer is unable to stand for a prolonged period, a chair or wheelchair may be placed on the dais during the review.

Paying Respect

5. A-PD-201-000/PT-000 Manual of Drill and Ceremonial, Chapter 9, Section 2, paragraph 3 and A-AD-200-000/AG-000 Honours, Flags and Heritage, Chapter 13, contains the explanation of how to pay respect including the musical requirements.

League Officials

6. League officials play an important role in parades. The official League representative, when attending, shall be part of the inspecting party, be given the opportunity to address the parade, and should figure prominently in all presentations and functions associated with the annual review. The Sponsoring Committee Chairperson and the affiliated unit COs involvement shall be solicited.

Presentations

7. The presentation of medals, trophies and school scholarships is left at the discretion of the CO of the cadet corps/squadron/CSTC. The Reviewing Officer, League representatives and when applicable, other significant dignitaries who are stakeholders in the cadet program should be included in the presentation of the awards.

Speeches

8. Speeches by dignitaries should recognize the League and DND partnership in sponsorship of the CCO. In most cases the Reviewing Officer, whether military or civilian, would appreciate some advance background information concerning the corps/squadron or CSTC being reviewed.

Guest of Honour/Reviewing Officer 

9. The choice of a guest of honour/Reviewing Officer is the responsibility of the CO. Where invitations are intended for national dignitaries (e.g. Governor-General, Prime Minister, Consul (foreign) in Canada, High Commissioner of a British Commonwealth Country in Canada) to officiate at the annual reviews, the request shall be submitted to the CO RCSU via the Cadet Detachment if applicable for review and approval. The RCSU shall staff the invitation through the Region Commander for his approval and signature. The Region Commander will issue invitations to regional dignitaries. It is important to invite the Reviewing Officer’s spouse or guest and the spouses or guests of the other official guests.

10. Prior to the review, all official guests should be provided with the following information:

  1. an abbreviated parade order with a covering letter detailing their specific role in the review;
  2. a list of dignitaries actually attending;
  3. the time and location to meet prior to the review; and
  4. a telephone number where a point of contact can be reached should additional details be required.
