11-08 Annex B - Incorporating Environmental Considerations into Planning
Cadet Administrative and Training Orders (CATOs)
General
1. In order to meet the requirements of CEAA and the Code of Environmental Stewardship, the CCO/CIC will ensure that environmental considerations are taken into account in the planning of all activities. Once this has been completed for a particular activity, it need not be redone for the same activity so long as there are no significant changes such as:
- change of location;
- change of season;
- change in type or scope of activity; or
- any other change that would impact on or alter the risk of harm to the environment.
2. To meet the requirements of the CEAA the CCO/CIC will ensure that:
- the environment is considered during the planning of activities;
- potential environmental effects are determined before decisions are made; and
- steps are taken to lessen the impact on the environment where possible.
Procedure
3. In order that a written record of this process is kept, the chart at Appendix 1 must be completed by the Officer in Charge (OIC) prior to an activity.
4. The chart covers the areas most likely to cause an environmental problem, and indicates those which may require an Environmental Assessment (EA). It is not exhaustive, nor does it replace common sense. The chart may be used to help demonstrate Due Diligence if environmental problems occur.
5. The chart is divided into three parts:
- Part A: It assists in determining if an EA is required. If a ”Yes” is encountered in answering any in Part A, the requirement for an EA needs to be determined by a qualified Env O. Units without an Env O are to seek assistance from the RHQ;
- Part B: It helps to determine if there are common environmental risks involved in the carrying out of the activity. If a “Yes” is encountered when answering any of the questions in Part B, it may be necessary to take extra precautions to protect the environment; and
- Part C: It helps to ensure that preventative measures have been taken to lessen the impact of the activity on the environment. If a “No” answer is encountered in the answering of any of these questions, keep a written record of the justification for the decision.
6. Once completed, a copy of this form is to be kept at the initiating unit as a written record of the process.
