Canadian Forces College to launch blended learning programme for senior officers

The Canadian Forces College (CFC) is set to overhaul the Joint Command and Staff Programme (JCSP) Distance Learning with a new blended learning model that offers a pathway to a graduate degree from the Royal Military College of Canada (RMC).
The first intake for the Joint Command and Staff Programme Blended Learning (JCSP BL) is scheduled for August 2026.
Like its predecessor, the two-year, part-time programme is designed to prepare selected senior officers for command and staff appointments in complex operational environments. The blended format combines online learning with short residency periods and aims to develop critical thinking, problem-solving, and communication skills essential for senior leadership roles.
The transition follows an extensive review of the distance learning model and introduces a more flexible, technology-enabled approach. The new programme will feature interactive, synchronous sessions with faculty and subject matter experts, increased contact time, and improved learning outcomes.
The first year will include two two-week residency periods — one at the start and one at the end of the academic year — supplemented by weekly virtual sessions. The second year will be fully online and will closely mirror elements of the current residential curriculum. Students should expect to commit 12 to 15 hours per week to coursework.
Units and formations across the Canadian Armed Forces will be expected to support students selected for the programme by protecting study time and facilitating attendance at residency periods.
A key component of the initiative is academic accreditation. The programme meets Ontario’s graduate-level requirements. In partnership with RMC, students can earn a graduate degree alongside their JCSP qualification.
Participants will choose from three streams:
- a Joint Reserve Command and Staff Programme (JRCSP) stream;
- a Professional Military Education (PME) stream for Regular Force, International Students, and select Reserve Force members; or,
- a combined PME-academic stream linked to a graduate degree.
While the JRCSP stream was designed with Reserve Force members in mind, the other two streams are also available to them.
