Attention CAF members: Updates to CAF grievance policies are now in effect

On April 1, a series of important updates to the Canadian Armed Forces (CAF) grievance system officially came into effect. These changes modernize how grievances are submitted, managed, and reviewed, making the process clearer, more consistent, and easier for members and leaders to navigate.

These updates were outlined in a previous article; however, we are resharing the key information here to support members as the new system comes into force.

What has changed?

• A new CAF Grievance Policy - The new CAF Grievance Policy replaces DAOD 2017‑1, Military Grievance Process and consolidates procedural and administrative guidance into a single, easy‑to‑use document.
• Updated regulations - Updates to QR&O Volume 1 – Chapter 7 (Grievances) and a refresh of DAOD 2017‑0, Military Grievance simplify requirements, remove duplication, and align regulatory language with modernized processes.
• Strengthened oversight - All grievances involving discrimination or incidents of a sexual nature must now receive an unbiased and impartial review by the Military Grievances External Review Committee.
• Clearer expectations for members and leaders - The new policy provides improved guidance on roles, responsibilities, disclosure, representations, late submissions, and Final Authority reviews.

Why these updates matter

These changes support ongoing efforts to strengthen clarity, timeliness, and fairness across the grievance system. Consolidating procedures into policy allows the CAF to update guidance more efficiently as needs evolve, making the process easier for both members and leaders to navigate.

What CAF members need to know today

To help members and leaders navigate the transition, here are the key points to be aware of as the new policy comes into effect:

• The new policy applies only to grievances submitted on or after April 1.
• Grievances already in progress will continue under the previous regulations.
• Members are encouraged to review the updated policy and familiarize themselves with the improved process.
• Leaders, particularly those who receive or manage grievances, should review the new guidance and plan to complete updated training once it becomes available.
• A recently refreshed CAF grievance web page is available, offering information on:
  • How to file a grievance
  • How to respond to or manage a grievance
  • Grievance-related training, including Assisting Member certification and recertification

Additional resources and updated tools will continue to be added throughout 2026 as part of ongoing grievance system modernization.

As part of our commitment to transparency, the Biennial Report on the State of the CAF Grievance System 2024–25 has also been published. While separate from the policy updates, it provides valuable insight into trends, progress, and ongoing modernization efforts.
