Message from the CDS / DM / CAF CWO: Improvements to Compensation and Benefits for Canadian Armed Forces Members

Today marks a pivotal moment for members of the Canadian Armed Forces (CAF) – one that brings significant improvements to military compensation and benefits and recognizes CAF members’ service, sacrifice, and unwavering commitment to Canada.

The government has announced significant improvements to compensation and benefits for CAF members, representing an approximately 20 per cent increase overall, to address the unique challenges our military members face throughout their careers.

As part of this commitment, the CAF will see a historic adjustment to the Military Factor, retroactive to April 1, 2025. This change results from the modernization of the Military Factor, a percentage added to base salaries that does not affect rates of pay themselves. This adjustment is expected to be implemented before the end of 2025.

The Military Factor is a percentage of total compensation that considers key aspects of military life, including:

• Limited personal freedoms under the Code of Service Discipline;
• Time away from family due to deployments, operations, and training;
• The financial uncertainty of geographic postings;
• The 24/7 nature of military life; and
• Ongoing physical and mental demands.

We will also introduce a new pensionable, annual compensation called Military Service Pay to recognize your dedication over your years of service, along with a series of other initiatives that will increase support for frequent moves and separation from families, understrength trades, CAF instructors, and exposure to adverse environmental conditions.

Ultimately, today’s announcement represents much more than enhanced compensation and benefits – it’s a meaningful recognition of the service and sacrifice of all CAF members and their families. It’s about taking care of people as a priority, and an opportunity to address longstanding feedback from CAF members alongside efforts to strengthen retention and attract the best our country has to offer. And this is just the beginning – compensation and benefits will continue to evolve as the needs of the CAF evolve, with ongoing improvements over time.
