Ombudsman report: Primary Reserve members participating in domestic operations face challenges with mental health needs and support

Last year, the Office of the Department of National Defence (DND) and Canadian Armed Forces (CAF) Ombudsman launched a systemic investigation of mental health resources for Primary Reserve members who participate in domestic operations as well as their access to these resources.

The Ombudsman launched this investigation due to concern about possible inconsistencies in mental health assessments and medical care for Primary Reserve members before, during, and after a domestic operation.  

Unfortunately, this investigation found that Primary Reserve members face challenges when identifying their mental health needs and accessing mental health supports. 

In the report entitled Hidden Battles: A systemic investigation into the identification of mental health needs and support for Primary Reserve members participating in domestic operations, the Ombudsman made six evidence-based recommendations to the Minister of National Defence. If accepted and implemented, these recommendations will contribute to the well-being of Primary Reserve members.

Giving Primary Reserve members the support they deserve will help them prepare for new and emerging threats as well as to adapt to Canada’s changing environment.
