Performance Management: Mid-Year Review FY 2021-22 deadline is October 15

The Directive on Performance Management requires managers to conduct a formal assessment of each employee’s progress at mid-year. Managers must document each employee’s mid-year performance in the Public Service Performance Management Application (PSPM App) by October 15, 2021.

Mid-year reviews are an opportunity for employees to receive constructive feedback on their performance. Managers must determine if the employee is meeting work objectives and competencies, address any performance issues, and update Learning and Development Plans (accessible only on the National Defence network) if applicable. This is also an opportunity to establish Talent Management Plans (accessible only on the National Defence network)for high-performing employees or Performance Improvement Plans (accessible only on the National Defence network) for employees not on track to meet expectations.

Note: To ensure continuity in employee’s performance agreements, military managers who will be posted this fall may complete the mid-year review and release their employees in the PSPM App prior to the posting season.

Managers can also use this opportunity to review their employees’ Flexible Work Agreements (FWA) if they are working virtually, compressed hours and/or with a flexible schedule. It is important to balance operational requirements with the maximum amount of flexibility and empathy possible. Updates to FWAs are subject to the same initial review and approval process, and once approved, need to be submitted by the manager to the Flexible Work Program positional mailbox. To further support employees and DND’s ongoing timeliness efforts, Section 34 of the Financial Administration Act (FAA) ensures that all payroll related payments are authorized in a timely manner. We have identified this as an areas we can all make a conscious effort in improving and ask that ALL managers include Section 34 timeliness in their own performance agreements, if they have not done so already. For example adding a work objective as follows: Review and approve personnel expenses on a monthly basis, in support of Section 34 timeliness.
