Clarification Bulletin – CAFRD 2.7.01 Selection of 3rd Party Supplier

Issue:

The current policy contained in CAFRD 2.7.01 (Selection of 3rd Party Supplier) does not sufficiently describe what actions a member is to take when a participating 3rd party supplier cannot be secured based on the following reasons:

  • No supplier that is listed in the directory for the specific origin or destination will provide services at the relocation contract pre- negotiated ceiling rate which supports the administration of the CAFRD;
  • There are no participating 3rd party suppliers available to provide services when the member requires them; or
  • There are no 3rd party suppliers listed in the directory for the origin or destination service area offering applicable services.

Clarification:

In accordance with CAFRD 2.1.01 (Authority – DCBA), the following clarification is provided for CAFRD 2.7.01 (Selection of 3rd Party Supplier):

  • A member must identify themselves to a participating 3rd party supplier as a CAF member relocating under the CAFRD.
  • If, for any reason, a member cannot secure a participating 3rd party supplier offering services at or under the relocation contract pre- negotiated ceiling rate that supports a CAFRD benefit, the member shall contact the relocation service provider for assistance in securing a suitable 3rd party supplier.
  • After requesting the service provider’s assistance, a member must permit them to identify a suitable 3rd party Should a member pre-emptively select a 3rd party supplier that exceeds the contract pre-negotiated ceiling rate prior to the service provider identifying asuitable alternate option, additional costs shall be borne at the member’s expense IAW CAFRD 2.7.01(b).
  • Should a member not identify themselves to a participating 3rd party supplier as relocating under the CAFRD or not contact the relocation service provider for assistance or proceed to select their own 3rd party supplier, expenses incurred that exceed the contract pre-negotiated ceiling rates that support a CAFRD benefit shall be borne at the member’s expense.

In accordance with CAFRD 2.1.01 (Authority – DCBA), this clarification bulletin conveys the intent of the specific CAFRD 2.7.01 provision as confirmed by the Treasury Board Secretariat.
