120/26, MSP Update Payment Timelines and Validation Process

CANFORGEN 120/26 CMP 051/26 291541Z JUN 26

  1. Treasury Board approval CAF compensation enhancements (6 Aug 2025)
  2. CBI chapter 204 pay of officers and non-commissioned members
    1. The purpose of this CANFORGEN is to provide Canadian Armed Forces (CAF) members with an update on the status of the Military Service Pay (MSP), including payment timelines and the forthcoming data validation process in support of delivery.
    2. Progress continues on the implementation of the MSP. The new pensionable benefit intended to recognize military service will be delivered annually through a lump sum payment. MPC is planning the first payment, for the period of 1 April 2025 to 31 March 2026, in December 2026. Subsequent payments are to occur in November of each year. Timelines remain subject to final validation, system readiness, and approvals. This process is administrative in nature and does not, in itself, confirm individual eligibility or payment amounts.
    3. In preparation for implementation, a Central Computation Pay System (CCPS)/Revised Pay System for the Reserves (RPSR) advisory to pay offices will be issued in the coming weeks. This bulletin will outline the process to:
      1. Validate member data used in the calculation of MSP entitlements.
      2. Identify and correct any discrepancies.
      3. Ensure readiness for accurate implementation.
    4. No action is required from members or units at this time. Direction will be issued through pay offices following release of the CCPS/RPSR advisory. Units are not to initiate local validation activities in advance of this direction.
    5. As part of this validation process, some members may be contacted by their chain of command or pay office to confirm personal or service related information. Where contacted, members are to respond in a timely manner to support the accuracy of MSP calculations.
    6. Members are encouraged to ensure that their personal and administrative data remains current.
    7. Further details on the MSP, including confirmed timelines and implementation instructions, will be communicated as implementation progresses.
    8. The CAF remains committed to delivering MSP in a deliberate and accurate manner, ensuring fairness to members while reinforcing confidence in CAF personnel and pay systems.
    9. Questions are to be directed through the chain of command or local pay offices.
