Why the policy was changed

We modified this policy as part of the cyclic national policy review process and to respond to annual reports from the Office of the Correctional Investigator.

What changed

  • We enhanced and clearly defined responsibilities regarding the training, issuance, and use of inflammatory agents.
  • We removed policy direction already provided in other policy documents (for example, Commissioner’s Directive [CD] 567: Management of Incidents and CD 567-1: Use of Force).
  • We added policy direction to address gender diversity and individualized protocols, as well as the requirement to remove a spit hood as part of the decontamination process.
  • We added and modified definitions in Annex A.
  • We made minor editorial changes throughout the documents.

How it was developed

The Security Operations Division modified this policy in collaboration with the Strategic Policy Division and in consultation with other sectors at National Headquarters and the regions. We held full consultations with internal and external stakeholders, including Inmate Committees.
