Why was the policy changed?
Following amendments to the Corrections and Conditional Release Regulations on October 1, 2024, the policy has been amended to provide direction on the use of body scanners in CSC institutions, as well as the new oversight mechanisms for dry cell detention. The updates to the policy have been limited to the programs impacted by the regulatory changes.
What has changed?
The following changes have been made to the policy:
- Policy direction has been added for the circumstances and manner in which body scanners will be used in CSC institutions.
- New rules have been created for the use of dry cells, including admission criteria, duration limits, and oversight, to ensure the consideration of health care needs.
- New reporting requirements have been developed for dry cells, as well as the body scan searches required for dry cell use.
- Minor changes have been made throughout the policy to clarify direction and ensure consistency across directives.
How was it developed?
The changes were developed by the Security Operations Division, in consultation with the Strategic Policy Division.
Who will be affected by the policy?
All staff members involved in searching offenders at institutions.

Roles and responsibilities are detailed in the policy document.
Other impacts?
An Operational Procedures Tool has been created to provide staff with specific, detailed instructions on the use of body scanners.
